Response
The response is{ "quotas": [...] }. Each entry contains:

priority | integer | 0 for prototyping or 1 for production |
row_quota | integer | Maximum rows for that priority |
token_quota | integer | Maximum tokens for that priority |
so.get_quotas() in Python or sutro quotas in the CLI.
